It is reasoned that once service provision for the elderly evolves into a competitive market, the role of the government will change to become a purchaser of services. It will be then in a stronger position to negotiate better quality of service at lower costs, whilst still retaining the stick of legislation. The NGO and private providers, on the other hand, would be forced to generate and experiment with innovative ways of service delivery to ensure they are not left out in the bidding process.
The new chief executive of the HKSAR, Tung Chee-hwa, appointed Tam Yiu-chung, a legislator and a member of the Executive Committee, to head the newly-formed Elderly Commission (EC) in July 1997. The EC has been operating since then and has the following objectives: The primary aim and objective of the EC is to assist the HKSARG, through rendering appropriate advice, in formulating effective policies and programmes to meet the challenges brought about by an ageing population. To strengthen our care for the elderly, we need to improve their quality of and zeal for life, step up the inter-generational communications and implement the Government’s policy objectives of providing the elderly with a sense of security, a sense of belonging and a feeling of health and worthiness.
Five multi-disciplinary “standardized care need assessment management offices (elderly services)” have been set up to monitor the operations of the mechanism and to handle appeals. Pilot project on continuum of care The objective of this pilot project is to enable residential care homes to have the flexibility of using resources to employ staff, hire services and organize therapeutic and training programmes to cater for the changing needs of their elderly inmates. Three residential care homes for the elderly have been chosen to join the pilot project, which will last for three years from August 2000 to July 2003.
